Unfortunately, it looks like only the short films themselves are subtitled, not the commentaries. The commentaries have subtitles in Norwegian, Danish and Russian, but going over all the subtitles, I couldn't find any English subtitles for them. This is quite disappointing, considering that's most of the talking content on the DVD.

On the Region 1 version, all bonus features are subtitled for the deaf and hard-of-hearing.

As with every other Pixar release, this one's fully subtitled, including commentaries, in Region 1.
